The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. As part of our mandate to fight the three diseases, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.

As one of the biggest health product procurement entities in the public sector, investing nearly US$3 billion in health products and equipment procurement, the Global Fund is uniquely placed to drive equitable access to quality-assured health products, services and innovations through its Supply Operations department.

Supply Operations, collaborating across the Global Fund Secretariat, is responsible for the Global Fund’s market shaping activities and the overall management of health product sourcing, procurement, quality assurance and supply chains.

The Sourcing team is a strategically integrated function responsible for all procurement activities across all spending categories, including health and non-health products and services, with a combined annual spend exceeding US$2 billion. It encompasses the sourcing of health products such as pharmaceuticals, diagnostics and health technologies, and vector control, as well as the sourcing of non-health products and services, including third-party managed services such as procurement service agents (PSAs), IT services, HR and professional services and other Secretariat operational and managed procurement spending.

The Sourcing team plays a crucial role in delivering on Global Fund’s mission and core programs and its strategic priority to drive equitable access to quality-assured, affordable products and services. This will be achieved through strategic category management, supplier engagement, and value-/performance based contracting. The Sourcing team is ultimately responsible to ensure continuous supply of life-saving and business critical products and service deliveries, value for money and stewardship across all procurement spending. Critically important, the Sourcing team executes relevant activities to accelerate the progress on NextGen Market Shaping interventions such as new product introduction, supply base diversification, advancing in Pooled Procurement Mechanism (PPM), and leveraging the spectrum of market shaping tools to maximize outcomes and impact on the three diseases.

Under the supervision of the Manager, Health Technologies Sourcing, and working closely with the Health Technologies Specialists, the Associate Specialist supports the execution of category strategies across diagnostics and health technologies. The Associate Specialist serves as a key operational focal point for developing category strategies, supplier allocation, contract implementation, supplier performance monitoring, market intelligence, category analytics and sourcing process improvement. As part of the broader category sourcing projects, he assists in assists in demand and innovation activities. The Associate Specialist ensures timely execution of sourcing activities, maintains category data and reporting, and provides analytical and operational support to enable effective category management and delivery of value in line with the Global Fund Strategy.

Key Responsibilities

• Responsible for supporting the Health Technologies Sourcing Manager and Category Specialists to design, develop, and implement the product category strategies and global tendering by leveraging analytics, product and supplier knowledge, category management skills, and other subject matter expertise
• Support the Category Specialists in the operational implementation of the product category strategies, tender outcomes, contracts, allocations, and performance.
• Support the delivery and monitoring of product category savings targets following engagement in the target-setting process
• Support supplier performance management against agreed performance KPIs, including coordinating with manufacturers and Procurement Service Agent as required.
• Support compliant contract implementation and optimization of value delivery through supplier allocations and financial commitments
• Own Health Technologies category data management, perform data analysis, identify risks, develop visualizations, and provide insights in collaboration with Category Specialists and other related functions
• Accountable for delivering timely and high-quality category management reporting and maintaining the supplier allocation algorithm to support allocation decisions.
• Work with other teams to manage, maintain, and continuously improve databases and systems such as the Product Data Hub and other category management tools.
• Supports implementation and optimization of value delivery from category strategies and tender outcomes through supply and demand interventions.
• Support the implementation of direct sourcing opportunities and the leveraging of additional volumes to optimize strategic sourcing approaches within and beyond Global Fund spend.
• Support implementation of the NextGen Market Shaping Framework through both category-specific and cross-cutting initiatives.
• Support improvements in the availability and affordability of quality-assured category products.
• Support efforts to stimulate innovation through supplier relationship management and accelerate the adoption of new and/or cost-effective products to maximize program impact.
• Act as the focal point for sourcing activities across assigned Health Technologies categories managed by the Procurement Services Agent (PSA), coordinating stakeholders and supporting the Diagnostics Specialist and Health Technologies Manager in category oversight, risk management, and strategic alignment.

  Qualifications

  Essential:

  • Bachelor’s degree in health, science, or business field, ideally associated with business administration or financial qualification

    Desirable:

    • Additional degree in public health, sustainability, or MBA
    • Professional Certifications in Project / Supply Chain/ Procurement / Contract Management / Negotiation

      Experience

      Essential:

      • Proven working experience in procurement and supply chain management both in the public and/or private sector
      • Demonstrated sound data analytical experience in public/ private health product sourcing/tendering/supplier performance management/reporting
      • Experience in database and digital contracting systems

        Competencies

        Languages:

        An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
