Result of ServiceThe consultant will assist the Chemicals and Health Branch in developing a Terminal review of the project “Increasing the Global Implementation of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) through a Pilot Focusing on Africa” completed in accordance with UNEP Evaluation Policy. Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Chemicals and Health Branch of the Industry and Economy Division leads UNEP's sub-programme on Chemicals, Waste and Air Quality. UNEP’s programme of work centers around assistance to countries and multilateral environmental agreement (MEA) secretariats to assist in technical-scientific issues related to priority chemicals and implementation of the United Nations Environment Assembly and Governing Council resolutions. The Branch promotes scientific approaches and knowledge for the sound management of chemicals including through implementation of UNEA resolutions to allow policymakers to make informed decisions on the sound management of chemicals and waste. The Unit also addresses issues of concern highlighted by governments, such as the Globally Harmonized System of Classification and Labelling (GHS). The project “Increasing the global implementation of GHS through a pilot focusing on Africa” aims to support the implementation of the Globally Harmonized System of Classification and Labelling (GHS) in four African countries (Ghana, Kenya, Côte d’Ivoire, and Nigeria) with a parallel goal to further develop a framework to support the global implementation of GHS. The project partners include the European Union (EU), European Chemicals Agency (ECHA), International Council of Chemical Associations (ICCA), United Nations Environment Programme (UNEP), and United Nations Institute for Training and Research (UNITAR). Under the overall supervision of the Chief, Chemicals and Health Branch, Industry and Economy Division, and the direct supervision of the Programme Management Officer, Agrifood and Health Unit, Chemicals and Health Branch, the tasks and responsibilities of the consultant will be as follows: • Inception Report, including stakeholder mapping, review and evaluation methodology, workplan, interview guides and data collection tools approved by UNEP o Review project documents, reports, workplans, monitoring data, country deliverables and other relevant project documentation. o Develop the review and evaluation approach, methodology and workplan in accordance with UNEP Evaluation Policy and the UNEP Programme Manual. o Identify and map key stakeholders for consultation, including project partners, national focal points, donors and technical experts. o Develop interview guides, questionnaires and other data collection tools required for the review. o Prepare and submit an Inception Report for review and approval by UNEP. • Draft Terminal Review Report submitted and shared with stakeholders for review o Conduct stakeholder consultations, interviews, surveys and other data collection activities as required. o Assess project relevance, effectiveness, efficiency, sustainability and potential for replication. o Review progress towards project objectives, outcomes and outputs, including achievements at country and regional levels. o Identify lessons learned, best practices, challenges and factors affecting project implementation and results. o Prepare and submit a Draft Terminal Review Report and presentation of preliminary findings. o Revise the draft report based on comments received from UNEP and project stakeholders. • Final Terminal Review Report, Evaluation Brief and presentation slides submitted and approved by UNEP o Incorporate stakeholder comments and feedback into the final review report. o Finalize findings, conclusions, lessons learned and recommendations. o Prepare an Evaluation Brief summarizing key findings and recommendations. o Prepare presentation slides summarizing the evaluation findings and recommendations. o Submit the Final Terminal Review Report, Evaluation Brief and presentation slides for approval by UNEP. • Liaise regularly with UNEP and project stakeholders to provide updates on progress and emerging findings. Qualifications/special skillsEducation: Advanced university degree (Master's degree or equivalent) in environmental sciences, Biology, chemistry, chemical engineering, environmental engineering, environmental policy, public policy, development studies, law, occupational health and safety, monitoring and evaluation, or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of an advanced degree. Experience: At least 7 years of progressively responsible experience in programme evaluation, project review, environmental governance, chemicals and waste management, occupational health and safety, regulatory development, or related fields. Proven experience conducting evaluations of environmental, chemicals management, capacity-building, or international development projects is required. Experience with the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), chemicals and waste management, occupational health and safety, or related regulatory frameworks. Experience working with the United Nations system, multilateral environmental agreements, or donor-funded projects in developing countries, particularly in Africa. Special skills/knowledge: Excellent analytical, research, report writing and communication skills, including the ability to synthesize complex information and present findings and recommendations in a clear and concise manner. Demonstrated ability to engage with and interview diverse stakeholders, including government officials, industry representatives, international organizations and civil society organizations in a multicultural environment. Strong organizational and project management skills, with the ability to manage multiple tasks, coordinate stakeholder consultations and deliver high-quality outputs within agreed timelines. Familiarity with evaluation methodologies, data collection techniques, stakeholder consultation processes and results-based management approaches. LanguagesEnglish is the working language of the United Nations Secretariat. For this consultancy, fluency in English (both oral and written) is required. Working knowledge of French is desirable to facilitate stakeholder consultations and review of project documentation from French-speaking countries. Additional InformationNot available.
