Org. Setting and ReportingThe Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the General Assembly in its resolution 77/301, adopted on 29 June 2023. Please note that while the position is currently located in Geneva, Switzerland, the duty station may be subject to change. Applicants should be aware that the position may be relocated to Damascus, Syria, or to another location relevant to the Institution\u2019s operations. The incumbent reports to the Human Rights Officer, or his/her designee, in the Participation and Family Support Section.

ResponsibilitiesWithin delegated authority, the Human Rights Officer may be responsible for the following duties: \u2022 Coordinates engagement with victims, survivors, and families of missing persons, ensuring their views and needs are systematically integrated into the Institution\u2019s activities and communications. \u2022 Supports the development and maintenance of referral networks with relevant organizations and service providers to facilitate access to legal, psychosocial, and other forms of support for victims and survivors. \u2022 Implements tools and methods to strengthen participation and feedback mechanisms, including organizing consultations and documenting input received from victims and families. \u2022 Contributes to the preparation of reports, guidance materials, and analysis to ensure that the Institution\u2019s engagement and support activities remain victim-centered and consistent with established policies and standards. \u2022 Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective. \u2022 Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country. \u2022 Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators. \u2022 Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme. \u2022 Defines work plan for area assigned in accordance with established terms of reference. \u2022 Supervises field verification work through periodic visits; follows up on different cases and situations verified by the regional offices. \u2022 Represents UN human rights programme at working level meetings. \u2022 Directs capacity-building efforts on human rights in region/country of assignment. \u2022 Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies. \u2022 May provide guidance to new/junior staff. \u2022 Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. \u2022 Performs other related duties as required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. EducationAdvanced university degree (Master\u2019s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional qualifying years of experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work ExperienceA minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience working and engaging directly with victims and survivors of conflict and human rights abuses is required. Experience contributing to the design or implementation of referral systems or coordination with service providers for legal, psychosocial, or other assistance is required. Experience working on mandates or programmes related to the search for missing persons is desirable. Experience working in or on the Syrian Arab Republic is desirable.
